Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Assignment Appeal Board in accordance with policies with the School Board.  They are presented for formal ratification.

AGREEMENTS/CONTRACTS

9. APPROVAL OF THE CHARTER BETWEEN SARASOTA MILITARY ACADEMY PREP AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The charter application for Sarasota Military Academy Prep was approved by the School Board of Sarasota County at the October 15, 2013 meeting. Pursuant to Florida Statute 1002.33, representatives from Sarasota Military Academy Prep and school district staff have negotiated a charter to serve as the agreement between the organizations. Sarasota Military Academy Prep is scheduled to open in August 2014 as a grade 6-8 school. The negotiated charter is now complete and ready for Board consideration and approval.

That the charter between Sarasota Military Academy Prep and the School Board of Sarasota County, Florida be approved as presented.

10. APPROVAL OF THE ADDENDUM TO THE CONTRACT BETWEEN CHILDREN FIRST, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The parties desire to modify the contract to add 8 additional Early Head Start slots increasing the number of slots from 47 to 55, and to provide compensation as follows.  Children First, Inc. annual payment will increase from $130, 660 to $144,004, and the amount of the monthly payments will increase from $13,066 per month for 47 slots, to $15,290 per month for 55 slots, beginning December, 2013 through May, 2014, with payments to be made by the 15th of each month.

11. APPROVAL OF AFFILIATION AGREEMENT BETWEEN MANOR CARE, VENICE FLORIDA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The School Board offers to enrolled students a Health Science program and Manor Care, Venice Florida manages a Health Care Facility.  The School Board desires to provide to its students a clinical learning experience through the application of knowledge and clinical skills in actual patient-centered situations in a health care facility and Manor Care, Venice Florida has agreed to make its facility available to School Board for such purposes.



Recommendation
That the Affiliation Agreement between Manor Care, Venice Florida and The School Board of Sarasota County, Florida be approved as presented.

12. APPROVAL OF AGREEMENT FOR USE OF BUILDING AND/OR GROUNDS BETWEEN THE SARASOTA AGRICULTURAL FARMERS MARKET, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The School Board wishes to allow reasonable access and use of its buildings and grounds when such use is not in conflict with the School Board's primary educational goals, and the Sarasota Agricultural Farmers Market, Inc. wishes to use certain portions of the building/grounds of the Sarasota County Technical Institute for the purpose of conducting a farmers' market on Saturday mornings for the period from January 1, 2014 through December 31, 2014, during the hours of 7:30 a.m. to 1:00 p.m.



Recommendation
That the Agreement for Use of Building and/or Grounds between the Sarasota Agricultural Farmers Market, Inc. and The School Board of Sarasota County, Florida be approved as presented.

13. APPROVAL OF AGREEMENT BETWEEN THE SARASOTA COALITION ON SUBSTANCE ABUSE AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This agreement delineates the relationship and responsibilities shared between the School Board and Sarasota Coalition on Substance Abuse to provide substance abuse awareness and prevention services.



Recommendation

That the agreement between Sarasota Coalition on Substance Abuse and the School Board of Sarasota County, Florida, be approved as presented.

14. APPROVAL OF AGREEMENT BETWEEN GIRL SCOUTS OF GULFCOAST FLORIDA, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This "Get Real" Mentoring program between Girl Scouts of Gulfcoast Florida, Inc. and The School Board of Sarasota County, Florida, will provide mentoring services to middle school students enrolled in Sarasota County's schools at no cost to the district.

15. APPROVAL OF THE RIOTOUS RAINFOREST EXPEDITION GRANT PROPOSAL TO THE EDUCATION FOUNDATION FOR GULF GATE ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds of $5,000 will allow a cross-curricular learning experience about rainforests which integrates language arts, science, social studies and math.

Recommendation
That the Riotous Rainforest Expedition grant proposal be approved.

16. APPROVAL OF THE SMALL SCIENTIST BIG LEARNING! GRANT PROPOSAL TO THE EDUCATION FOUNDATION FOR CRANBERRY ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds of $3,555 will allow students to gain hands-on experience with scientific investigation and to culminate their learning with a trip to Mote Marine Laboratory and Aquarium.

17. APPROVAL OF THE SPANISH IN MORE WAYS THAN ONE GRANT PROPOSAL TO THE EDUCATION FOUNDATION FOR PHILLIPPI SHORES ELEMENTARY SCHOOL

18. APPROVAL OF THE KINETIC POETRY GRANT PROPOSAL TO THE EDUCATION FOUNDATION FOR BOOKER HIGH SCHOOL
Description
COMPETITIVE: Grant funds of $5,000 will allow Booker High and Booker Middle School students to create and animate poetry using digital techniques.

19. APPROVAL OF THE EAGLE ACADEMY GRANT APPLICATION TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR ALTA VISTA ELEMENTARY SCHOOL
Description
CONTINUATION: Grant funds of $133,014 will support the Eagle Academy, designed to provide teacher and social worker contracts to allow group instruction to students enrolled in the Alta Vista Eagle Academy.

20. APPROVAL OF THE EAGLE ACADEMY GRANT APPLICATION TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR ALTA VISTA ELEMENTARY
Description

CONTINUATION: Grant funds of $154,467 will support the Eagle Academy, designed to provide afternoon enrichment activities to Alta Vista students enrolled in the Eaglet Academy.

FIELD TRIPS

21. APPROVAL OF THE VENICE HIGH SCHOOL FIELD TRIP TO BOSTON, MASSACHUSETTS ON MARCH 7, 2014 THROUGH MARCH 10, 2014
Description
Students in the 9th - 12th grade Chorus have been invited to participate in the 2014 National Festival of the States.

Recommendation
That the Venice High School field trip to Boston, Massachusetts On March 7, 2014 through March 10, 2014 be approved.

22. APPROVAL OF THE PINE VIEW SCHOOL FIELD TRIP TO CAMBRIDGE, MASSACHUSETTS ON FEBRUARY 14, 2014 THROUGH FEBRUARY 18, 2014
Description

This is an inter-curricular annual Speech and Debate competition in which students will compete with other high school students from around the country.



Recommendation
That the Pine View School field trip to Cambridge, Massachusetts on February 14, 2014 through February 18, 2014 be approved.

23. APPROVAL OF THE NORTH PORT HIGH SCHOOL FIELD TRIP TO WASHINGTON, D.C. ON APRIL 3, 2014 THROUGH APRIL 6, 2014
Description
Students will be given the opportunity to experience a wide variety of musical styles, perform with a large group of selected performers, directors, and instrumentalists.   Students are also exposed to various career opportunities in the arts, which is one of the experiences we strive to give them.

Recommendation
That the North Port High School field trip to Washington, D.C., on April 3, 2014 through April 6, 2014 be approved.

24. APPROVAL OF THE NORTH PORT HIGH SCHOOL J.R.O.T.C. FIELD TRIP TO LAS VEGAS, NEVADA ON JANUARY 24, 2014 THROUGH JANUARY 26, 2014
Description
Cadets will compete in the National Brain Brawl hosted by Centennial High School, Las Vegas, Nevada. 

Recommendation
That the North Port High School J.R.O.T.C. field trip to Las Vegas, Nevada on January 24, 2014 through January 26, 2014 be approved.

EXPULSIONS

25. APPROVAL OF EXPULSION CASE NO. 13-290
Description
The student listed in Expulsion Case No. 13-290, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 22, 2013, the student listed in Expulsion Case No. 13-290, violated School Board Policy 5.34(G), Repetitive Insubordination and Defiance.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until January 10, 2014.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statues and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-290, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 10 of the 2013-2014 academic year.

26. APPROVAL TO RESCIND STUDENT EXPULSION ABEYANCE CASE NO. 13-142
Description
School Board Policy 5.34(4), permits the Board to hold in abeyance, the expulsion of a student, if the student participates in a recognized alternative-to-expulsion program.  This student has violated the Settlement Agreement Abeyance his expulsion reinstated.

Recommendation
That the abeyance of Expulsion Case No. 13-142, be rescinded per School Board Policy 5.34(4).

27. APPROVAL OF EXPULSION CASE NO. 14-095
Description
On November 12, 2013, the student listed in Expulsion Case No. 14-095, violated School Board Policy 5.32 (1)(K), Possession of Controlled Substances, School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs, and School Board Policy 5.34 (1)(A), Possession of Any Illegal Controlled Substance.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 14-095, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2013-2014 academic year, the 2014 summer session, and the entire 2014-2015 academic year.

MATERIALS MANAGEMENT

28. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

29. APPROVAL TO AWARD BID #14-0270 FOR MOTOR REPAIR AND REPLACEMENT SERVICE
Description
Bids to provide 'Motor Repair and Replacement Service' were received from three vendors on November 13, 2013.  The bid of Rexel, Inc., was the best low bid meeting the advertised specifications based on a sealed scenario.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of Rexel, Inc., to provide 'Motor Repair and Replacement Service' in an amount not to exceed $175,000.00, be approved as presented.

30. APPROVAL TO AWARD BID #14-0267 FOR ROOFING MODIFICATIONS ON BROOKSIDE MIDDLE SCHOOL
Description
Bids to provide 'Roofing Modifications on Brookside Middle School' were received from five vendors on November 14, 2013.  The bid of Ramcon, LLC, was the best low bid meeting the advertised specifications.  Funds for this purchase are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of Ramcon, LLC, to provide 'Roofing Modifications on Brookside Middle School' in the amount of $425,000.00, be approved as presented.

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total an increase of $35,555.06 in gross contract dollars.

Included in these change orders is $113,171.08 credit for Direct Material Purchase; the corresponding Direct Material Purchase Order of $106,718.00 result a net of $6,453.08 in sales tax savings.

She also invited the public to attend the Sarasota High school play  "It's a Wonderful Life" which runs December 10 - 13, 2013, starting at 7:00 p.m.
